BIFA Stakeholders

The BIFA resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, customs, public safety, and many other operating agencies at local, state/province, and national levels.  It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system at the international border, with particular focus in this architecture on agencies that operate the border crossing systems.

Archive Data Users Organizations that access and use archived data.
Bridge or Tunnel Operations Agency This agency is responsible for operation of a bridge (or bridges) at the US-Canadian border. Examples of this are the Peace Bridge between New York and Ontario, the Ambassador Bridge between Michigan and Ontario and the Detroit Windsor Tunnel. This stakeholder could be a private operating company, a public sector agency, or a public-private partnership.
Canadian Border Services Agency Canadian Border Services Agency (CBSA) is responsible for border services including customs. The work of the CBSA includes: -- processing commercial goods, travellers, and conveyances, and identifying and interdicting high-risk individuals and goods -- conducting secondary inspections of food and agricultural products imported by travellers at airports -- conducting intelligence, such as screening visitors and immigrants and working with law enforcement agencies to maintain border integrity and ensure national security -- engaging in enforcement activities, including investigations, detentions, hearings, and removals
Canadian Council of Motor Transport Administrators CCMTA is a non-profit organization comprising representatives of the provincial, territorial and federal governments of Canada which, through the collective consultative process, makes decisions on administration and operational matters dealing with licensing, registration and control of motor vehicle transportation and highway safety.
Canadian Municipal Government Municipal government agencies within Canada such as City departments of public works, police departments, etc.
Canadian Provincial Planning Organization Planning organizations at the Canadian provincial government level that may be involved in collected data about transport operations and border-related services. These data archives may be used to better plan long range investments in transport within the province.
Canadian Regional Planning Organization Planning organizations at the Canadian regional government level that may be involved in collected data about transport operations and border-related services. These data archives may be used to better plan long range investments in transport within the region. One example is the Greater Toronto Area (GTA). The GTA consists of 24 municipalities in 5 regions, including Metro Toronto, York, Durham, Peel and Halton. Representatives of the governments of these regions meet to discuss joint concerns, but real planning is done by the regions independently of each other. Planning for the region as a whole is done by the Office of the GTA (OGTA), a body set up by the Province of Ontario to "coordinate and support regional planning decisions."
Convention and Visitors Bureau Providing information for visitors, meeting planners and travel agents including events calendar, restaurant listings and other news.
County or Municipal Public Safety Agencies Includes law enforcement and first responders for public safety in the US; including City or County Police Departments, Fire, Rescue, and Ambulance services; Sheriffs Departments; State Police; US Federal police, law enforcement, customs and border protection, other homeland security, or other first responders.
Customs Brokers A customs broker acts on behalf of importers or exporters to clear goods through customs. It prepares and transmits required documents or data, pays duties, arranges for bonding, and expedites clearance through customs at ports of entry.
FHWA US Federal Highway Administration
Financial Institutions Financial companies involved in electronic payment transactions.
First Nations Governments Agencies providing transportation services in first nations/aboriginal lands or territories in Canada. These services may include elements of traffic management including surveillance, signal control/coordination, incident management, and traveller information.
FMCSA Federal Motor Carrier Safety Agency (FMCSA), a component of the US Department of Transportation. Their primary mission is to reduce crashes, injuries and fatalities involving large trucks and buses. FMCSA develops and enforces data-driven regulations that balance motor carrier (truck and bus companies) safety with industry efficiency; identifies higher risk carriers in enforcing the safety regulations, educates carriers, commercial drivers, and the public; and partners with stakeholders including Federal, State, and local enforcement agencies, the motor carrier industry, safety groups, and organized labor on efforts to reduce bus and truck-related crashes.
Freight Shippers Agents who coordinate the logistics of transportation. These organizations engage in the shipment of freight by multiple means, including road-going trucks as well as using other modes such as heavy rail, air, sea, etc.
IFTA, Inc. The International Fuel Tax Association Incorporated is a non-profit company working among the jurisdictions (states & provinces) to coordinate activities related to the administration of the International Fuel Tax Agreement. IFTA operates a Clearinghouse that makes it possible for jurisdictions to determine if a carrier reported mileage for their jurisdiction.
IRP, Inc. The International Registration Plan, Inc. operates as a subsidiary of the American Association of Motor Vehicle Administrators (AAMVA) to administer the repository of the International Registration Plan. It streamlines the commercial motor vehicle registration process for trucking companies and state and provincial motor vehicle offices to ensure proper highway use fee apportionment to all states and provinces.
Local Media Media outlets in a local area include TV and Radio stations, cable operators, print media, etc.
Meteorological Service of Canada The Meteorological Service of Canada (MSC) is Canada's source for meteorological information. It is part of Environment Canada. The Service monitors water quantities, provides information and conducts research on climate, atmospheric science, air quality, ice and other environmental issues.
Private Commercial Carriers Private commercial vehicle operators, dispatching fleets of commercial vehicles.
Private Sector Probe Information Providers Stakeholders who have vehicle probe information that can be shared with other agencies in the region. This would include stakeholders that generate probe information from commercial vehicle fleets, cell phones, or from general traveler information system
Private Travelers Motorists and passengers along the border.
Provincial Commercial Vehicle Department Includes province level agencies within Canada that administer commercial vehicle registration, licensing, and enforcement.. Includes commercial vehicle administrative systems, motor vehicle registration providers, and provincial level emergency systems.
Provincial Ministry of Environment Canadian provincial government agency responsible for monitoring air quality, vehicle emissions testing programs, and managing the response to incidents involving dangerous goods (aka hazardous materials), such as a Spills Action Centre.
Provincial Ministry of Transportation The provincial agency that is responsible for managing, operating, and/or maintaining province-owned transportation infrastructure (roads, airports, transit, railways). Services provided include advanced traffic management, traveller information, and other ITS services.
Provincial, Regional, and Municipal Public Safety Agencies Includes law enforcement and first responders for public safety in Canada; including Police Departments, Fire, Rescue, and Ambulance services, and other first responders at the local, regional, provincial, and federal levels across Canada.
Public Safety and Emergency Preparedness Canada Public Safety and Emergency Preparedness Canada (PSEPC) is responsible for protecting Canadians and helping to maintain a peaceful and safe society. PSEPC includes the following agencies: Royal Canadian Mounted Police (RCMP), Canadian Security Intelligence Service (CSIS), Correctional Service of Canada (CSC), National Parole Board (NPB), Canada Firearms Centre, and the Canada Border Services Agency (CBSA).
Rail Agencies Private or Public entities that provide freight and passenger rail services.
RCMP Royal Canadian Mounted Police (RCMP) is the Canadian national police service and an agency of Public Safety and Emergency Preparedness Canada (PSEPC). The RCMP is unique as a national, federal, provincial and municipal policing body, providing a federal policing service to all Canadians and policing services under contract to the three territories, eight provinces (except Ontario and Quebec), approximately 198 municipalities and, under 172 individual agreements, to 192 First Nations communities.
Regional Public Safety Agencies Represents emergency call centers, public safety dispatchers, and other emergency communications centers operating in the US or Canada to provide emergency response management services to cities, towns, counties, regions, and other levels of government that may need to coordinate their response.
Regional Transit Providers Represents the transit agencies that operate transit services at or near the border.
Regional Transportation Authority Represents a combined effort of ministry/departments of transportation within a region to coordinate, operate, and maintain transportation information systems, integrating technology and communicating transportation information across all modes of transportation, among member agencies and to other public and private stakeholders. May include agencies on either side of the border.
Shipment Logistics Providers Third-party logistics providers support a wide range of shipping functions on behalf of their customers, such as freight forwarding, logistics and transportation management, warehousing, transportation network design and operation and facility management.
State Commercial Vehicle Department State agencies administering commercial vehicle registration, licensing, and enforcement.
State Department of Public Safety State Department of Public Services typically has a State Police or Highway Patrol.
State DOT Department of Transportation of a US State that is responsible for managing, operating, and/or maintaining state-owned transportation infrastructure (roads, airports, transit, railways). Services provided include advanced traffic management, traveler information, and other ITS services.
Toll Authorities Government agencies (could include public-private arrangements) responsible for the administration, operation and upkeep of bridges, tunnels, turnpikes, and other fee-based roadways. Includes setting tolls, managing their collection using manual and automatic methods, and managing the roadway. Also operate a clearinghouse of information to share tolling data between Toll Authorities.
Transport Canada Canadian federal level agency responsible for setting policies, regulations and standards for Canada's rail, marine, road and air transportation systems, including the transportation of dangerous goods and sustainable development.
Tribal Governments Agencies providing transportation services in tribal lands or territories in the US. These services may include elements of traffic management including surveillance, signal control/coordination, incident management, and traveler information.
US Border Patrol The U.S. Border Patrol, a component of the U.S. CBP) aims to apprehend persons who illegally enter the United States between official ports of entry. The Patrol operates permanent and tactical (temporary) interior traffic checkpoints on major and secondary U.S. roads
US Bureau of Transportation Statistics Agency of US government charged with data gathering, analysis and distribution of transportation data.
US Customs and Border Protection US Customs and Border Protection (CBP) is a part of the Department of Homeland Security (DHS) and is responsible for managing the nation's borders and ports-of-entry, preventing the passage of individuals or goods from entering the United States unlawfully.
US Department of Homeland Security Agency of Federal Government responsible for homeland security. DHS has three primary missions: Prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage from potential attacks and natural disasters. DHS includes several agencies operating near the US/Canadian border including Customs and Border Protection (CBP), Transportation Security Administration (TSA), and Immigration and Customs Enforcement (ICE).
US Emergency Management Agencies County or US State agencies that coordinate overall response to large-scale incidents or major disasters. Set up emergency operations centers to respond to and recover from natural, manmade, and war-caused emergencies, and for assisting local governments in their emergency preparedness, response and recovery efforts.
US Federal Lands US government agency - operating as a component of the Federal Highway Administration (FHWA). Federal Lands Highways plans, deploys, operates, and maintains transportation systems on federally owned lands, some of which may be near border areas.
US General Services Administration The US General Services Administration (GSA) secures the buildings, products, services, technology, and other workplace essentials federal agencies need. This includes planning and constructing, and perhaps operating, infrastructure at border crossings.
US Municipal Government City/Municipal government agencies within the US that operate and maintain their own transportation systems.
US National Weather Service The National Weather Service (NWS) provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas.
US Public Health Agencies US government agencies responsible for Public Health Systems. Includes Health and Human Services and Department of Agriculture.
US Regional Transportation Planning Organization In the US, Metropolitan Planning Organizations (MPOs) serve a region as a support agency for local governments in developing and administering transportation program activities.
US State Transportation Planning Organization At the state level, transportation planning is typically a component of a state's department of transportation and serves as a clearinghouse of historical data on transportation usage, traffic and passenger counts, commercial vehicle statistics, etc.
US Transportation Security Administration The US Transportation Security Administration (TSA) is a component of the US Department of Homeland Security (DHS) to protect the transportation systems and ensure freedom of movement for people and goods. Responsible for security of air travel as well as other modes including rail, sea, and surface transportation.
